Pépinières Urbaines

Urban incubator launch day!

On October 6, 2020, the incubator network organized a launch event, in collaboration with the French Development Agency (AFD).

This day was held in two stages. It began with the organization of the very first Urban Incubators Steering Committee, governance space dedicated to the Incubators. On this occasion, the support strategy and action plan for the "network animation" and "monitoring-evaluation/research" components were presented and discussed with the four existing Pépinières, in order to best orient the activities that will be proposed to them over the four years of the scheme's implementation, in line with their needs and constraints.This was followed by a working group on the theme of "Participatory and transitional urban planning: what contribution can it make to the urban fabric? More than 70 participants took part, invited to enrich the Pépinières approach with their own experiences and outside viewpoints. The Pépinières and their support system were presented, followed by a round-table discussion with the audience. Raphaël Besson, socio-economist and director of Villes et Innovations, Hervé Koné, project manager of the Pépinière Ouagadougou, and Redha Califano, head of the social cohesion department of the Aix-Marseille metropolis, shared their vision of participatory and transitional urban planning. Drawing on their concrete experiences, the speakers discussed the major issues emerging around these new ways of doing things, such as :

  • the links between "classic" and transitional urban planning ;
  • the development of new tools to encourage real citizen participation, necessary for the progressive co-construction and co-management of a resilient, open, welcoming and cooperative city;
  • the need to reflect collectively on how to develop public policies based on these experiences;
  • as well as the opportunities and limits of replicability for transitional and participatory urban planning concepts and experiments, always anchored in a specific territorial reality.

This thought-provoking sequence, rich in concepts, experiences and questions, confirmed the participants' commitment to pursuing collective reflection on the gradual evolution of urban design practices, with a view to drawing cross-fertilized lessons from practices in both the South and the North.Video of the round-table discussion - Transitional and participatory urban planning: what contribution for the urban fabric?Video presentation of the urban incubators and support system, shown at the launch eventAFD article on Pépinières urbaines, laboratories for citizen initiativesGRET article - Launch of the animation system
